Good morning! Heads up drivers, D.C. will start handing out $100 tickets today for blocking bus stops and driving in bus lanes. They equipped buses with cameras back in July but were just issuing warnings until now.

2 Public Emergencies
This week, Mayor Muriel Bowser declared two public emergencies, one for the opioid crisis and another for youth violence. D.C. is in its sixth consecutive year of record-high overdose fatalities. Many are pushing the mayor to declare a public health emergency, which would open up more resources. The public emergency on youth violence will create more space for young people in city youth rehabilitation services. [DCist]

More Maryland Metro Funding
More funds for Metro are expected to be a top priority by the Maryland General Assembly. Maryland Senate President Bill Ferguson said he was committed to helping WMATA deal with its $750 million operating deficit, which without government assistance could mean massive staff and service cuts. DC’s Credit Rating “Negative”
The financial services company, Moody’s, changed D.C.’s credit rating from "stable" to "negative," blaming Congress' fiscal mismanagement. Council Chairman Phil Mendelson released a statement saying that this further proves that congressional oversight and D.C.’s lack of statehood are harming the District. [X, formerly Twitter]

Saluting DC’s Bookshop “Admiral”
The wonderfully cantankerous former owner of Capitol Hill Books, Jim Toole, passed away last weekend at the age of 86. The retired U.S. Navy admiral took over the iconic Eastern Market used bookshop in 1995 and worked there till the day of his death. I’ll be picking up a few books in his honor.
